Romania: Higher minimum wage for employees in the Construction sector

Government Ordinance no. 114/2018 established that in 2019, as an exception from the rule implemented by Government Decision no. 937/2018, employees that are involved in the Construction sector will benefit for a minimum wage of RON 3.000 (approximately Euro 632). The minimum wage guaranteed in payment will not include any bonuses and/or indemnities.

For all other sectors, Government Decision no. 937/2018 established a minimum wage guaranteed in payment of RON 2.080 (approximately Euro 438) for normal employees and of RON 2.350 (approximately Euro 495) for employees that have university studies and a minimum of 1 year experience in the field they completed their studies.

Employees in the Construction sector are also exempted from the payment of income tax. According to the same Government Ordinance in order to consider an employee as working in the Construction sector, the main activity of the employer is to be taken into consideration. Employers that do not comply with the minimum wage rules can be sanctioned with fines from RON 300 (approximately Euro 63) to RON 2.000 (approximately Euro 421) for each employee that did not benefit from the minimum wage as established by legal provisions.
