Luxembourg: New Conditions for Short-time Working as of 1 July 2021

Conditions for short-time working, which were introduced in March 2020 in response to the COVID-19 health crisis and which have remained in force since then, will officially end on 30 June 2021. From 1 July 2021, access to short-time working will be governed by the provisions of the Labour Code.

Companies will be granted, as long as they meet the relevant conditions as such, access to:

  • either short-time working due to cyclical economic problems, to support businesses belonging to a crisis-stricken sector or economic branch and encountering economic difficulties; or
  • short-time working due to structural economic problems, to support businesses experiencing structural difficulties; or
  • short-time working due to force majeure.

Applications for short-time working for July must be sent by 12 June 2021 at the latest.
