Norway: New Bill: Exemptions from New Hiring Rules in the Event Industry

From 1 April 2023, the new restrictions on employers’ hiring from temporary work agencies entered into force. The changes entail that employers can no longer justify hiring from staffing agencies for the temporary nature of the job.

Exemptions from the restrictions have already been adopted for time-limited hiring of health personnel, time-limited hiring of advisers and consultants with specialist expertise, or for CBA-bound enterprises pursuant to agreements with employee representatives.

Recently, the government has circulated for consultation a proposal that entails a new, limited exemption from the hiring rules for businesses in the event industry. The need for the exemption is justified by the fact that parts of the event industry are characterised by very short-term labour needs, often only a few hours or days at a time.
