Norway: Proposed Changes to the Violation Fine Regulations

The Government has proposed raising the upper limit for the Labour Inspection Authority’s (Arbeidstilsynet) violation fee. Pursuant to Section 18-10 of the Working Environment Act, the Labour Inspection Authority may impose a violation fine in the event of a breach of any of the provisions of the Working Environment Act. The current upper limit for such a fee is 15 times the National Insurance Basic Amount (G), equivalent to approximately NOK 1,8 million. The Government has proposed raising this maximum to 50 (G ), equivalent to nearly NOK 6 million with today’s rate, or to 4 % of the company’s annual turnover. The deadline for submitting responses to this proposal is on 22 December 2023.
