The MOHRSS acts to initiate Special Law Enforcement Inquiries aimed at Improving the Order of Human Resources Market
The Ministry of Human Resources and Social Security and the State Administration for Market Regulation jointly released the Circular on the Special Law Enforcement Actions to Standardise and Rectify the Human Resources Market Order (the “Circular”). The Circular requires the Human Resources and Social Security departments and Market Regulation departments in various provinces, to launch special law enforcement inquires targeting companies engaging in the human resources business without having first obtained the necessary license or approval, publishing fraudulent recruitment information, organising false offline recruiting activities, or other violations of PRC Employment Contract Law and other relevant laws and regulations. The primary objective of these inspections, which are expected to last more than one month, but should be concluded no later than 30 June 2020, is to stabilize and improve employment through efforts to rectify illegal actions in the human resources market, that infringe upon the legitimate rights and interests of employers and employees, and consequently hinder attempts aimed at the orderly resumption of work and production.
