France: The Ministry of Labour Issues Instructions to Labour Inspectors on Heat Wave Controls
Since a Decree dated 27 May 2025, employers are obliged to take certain measures in case of heat waves, and it has instituted a heightened control obligation by Labour Inspectors with regards compliance with such measures between June 1 and September 15 each year.
Such measures include ensuring proper ventilation of the workplace, the availability of cold water and a cool place for employees to take their breaks as well as information and training for staff and if necessary, changes in work schedules (e.g. earlier start and end of the working day) and additional breaks.
For memory, staff cannot be sanctioned if they refuse to work if they believe their health is in danger. There is no maximum temperature set by French law but above 30° Celsius for office work is often considered as dangerous.

Ensure your health and safety risk assessment documentation (“DUERP”) includes measures in case of heat waves and document all measures taken (information on notice boards, availability of water, changes in working time schedules, etc.)
