Poland: New Anti-Mobbing Regulations: Draft Bill After First Reading in the Sejm
On 25 March 2026, the Sejm held its first reading of the government’s draft amendment to the provisions concerning mobbing (workplace bullying). The objective of this reform is to streamline regulations and enhance the effectiveness of employee protection.
The bill primarily proposes the introduction of a legal definition of mobbing, based on the concept of persistent harassment. The new regulations are also intended to more clearly distinguish mobbing from isolated incidents or workplace conflicts.
Planned changes also include:
- increasing minimum compensation for victims of mobbing;
- increasing the liability of perpetrators, including the possibility for the employer to seek reimbursement of costs incurred;
- mandating the implementation of anti-mobbing procedures (in the form of internal regulations) for employers with at least 9 employees.
The bill will now proceed to further work within parliamentary committees.
